Residents of Agboyi-Ketu Local Council Development Area (LCDA) in Lagos could soon face a ₦50,000 fine or up to six months in prison if they fail to place a waste bin or drum outside their homes, under a proposed amendment to the council’s environmental bye-laws.
The bill, presented during the council’s Sixth Assembly Legislative Week, was discussed at a public hearing attended by traditional rulers, religious leaders, market representatives and other stakeholders. The council said the amendment is aimed at strengthening environmental sanitation and improving community development.
Majority Leader Rahman Ademola said the proposed law would also criminalise open defecation, indiscriminate waste disposal, and the dumping of refuse, construction materials or debris in unauthorised locations. He added that every household would be required to provide a designated waste container, while offenders risk a ₦50,000 fine or six months’ imprisonment.
Ademola disclosed that if approved, the chairman is expected to sign the bill into law by the 15th of the month, after which copies will be distributed to police stations, markets and community associations. He noted that an environmental task force would enforce the law following a public awareness campaign.
Chairman Adetola Adunni-Abubakar said the council remains committed to delivering infrastructure such as roads, schools, healthcare facilities and better waste management, while also prioritising programmes that improve residents’ welfare and boost local economic growth. She urged stronger collaboration between the executive and legislative arms of the council to ensure effective, people-centred governance.
